Dichas tarifas deben incluir los costos operativos del tratamiento y la eliminaci\u00f3n de lodos, y deben aplicarse a trav\u00e9s de las tarifas de tratamiento de aguas residuales, subsidios financieros y otros medios para garantizar el funcionamiento normal y estable de las instalaciones de tratamiento y eliminaci\u00f3n de lodos.
