Green Planting and Breeding Circular Agriculture Pilot Project

 Guided by General Secretary Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era, we will unwaveringly implement the new development concept, focus on comprehensively promoting rural revitalization, accelerate the green and low-carbon development of agriculture, assist in achieving carbon peak in 2030 and carbon neutrality in 2060, adhere to a systematic approach, promote the development of green planting, breeding, and circular agriculture, with a focus on promoting the on-site and nearby use of manure, cultivating manure returning service organizations, and providing financial subsidies and rewards to support the establishment of mechanisms, innovative models, market expansion, and smooth circulation. We strive to support a group of specialized service providers for manure returning to fields through a five-year pilot program, and form a replicable and promotable green circular agriculture development model that combines planting and breeding, closely connects farmers, service organizations, and planting entities.  

Starting from 2021, counties (cities, districts) with good basic conditions and high local government enthusiasm will be selected in major animal husbandry provinces, major grain and vegetable producing areas, and key ecological protection areas to carry out pilot projects for on-site consumption of manure and nearby return of farmland. A group of enterprises, professional service organizations, and other market entities will be supported to provide manure collection, treatment, and application services. 1-2 types of manure return organization operation modes will be constructed on a county by county basis to drive the basic return of manure to farmland within the county, promote fertilizer reduction, improve farmland quality, and promote green agricultural development. Through a 5-year pilot program, a technical model, organizational approach, and subsidy system for developing green farming and circular agriculture have been developed, providing experience for large-scale promotion and application.
